History of the Council

The Local Planning Council was formed in 1991, in accordance with state law established by Assembly Bill 2141. The creation of the Council was for the purpose of identifying local child care priorities and developing policies to fulfill those priorities.

The Council is comprised of 40 members who represent consumers of child care services, child care providers, community and public agencies, and child care advocates. Members are appointed by the Orange County Board of Supervisors and Orange County Superintendent of Schools.

Accomplishments of the OC Council​​:

  • Local OC Child Care Database

  • Collaborated with First 5 OC and CHS to distribute supplies to providers

  • Informational webinars

  • Inclusion Pathway and Self-Assessment 

  • Child Care Plan

  • Workforce Pathways Stipend Program = 168 Stipends totalling $280,000
  • Provided professional learning opportunities
  • Distribute the Weekly Round-Up every Wednesday
